Approximately 9% of the male and a very small fraction of the female population are what is usually called "colour blind". A better expression is "colour deficient", since those affected are not blind - they just see the world differently. Colour deficiency may be the result of certain illnesses, but in most cases it is a different pigmentation of the colour receptors in the eye that has genetic reasons.
 
Regarding the Word Wide Web, colour deficiency can cause problems with graphics: text and link colours may be specified in the browser settings, but graphics are delivered excatly as they were created. Since the genetic reasons of colour deficiency are known, their effect can be predicted.
